This stencil was used on a Pennsy's hopper # 194796 a class H21G. This hopper had a steel frame structure that was centered in the car body that was the height of the tunnels between Altoona and Cresson and was used for breaking icicles inside them. If used correctly the icicles would fall in the hopper and melt.
